Full-time Human Resources Assistant (OA)

Duties:
Duties include, but are not limited to: - Providing direct support to Human Resources Specialists in all functional areas of personnel management, i.e., staffing, management-employee relations, information systems, customer support and benefits; and (2) Office automation support and assistance in order to implement new technology, research data and prepare documentation, etc. - Performs limited technical projects such as advising and counseling employees and supervisors on minor employee problems and explaining the rights of management and employees to resolve complaints. - Provides services to employees on personnel policy, administrative regulations and employee rights and services, and any other subject involving working conditions not referred through supervisory channels. - Assists employees regarding application and rating procedures, suitability and benefits. - Assists employees and supervisors in processing work injury claims. - Determines appropriate coding and processes actions through HR system. - Reviews a variety of official personnel actions utilizing WebHR and other software required for assigned organizations. - Advises appropriate personnel of conflicting or insufficient data, user complaints, or other relevant factors. - Assists with developing user instructions that guide customers in executing data access functions of the databases. - Provides assistance and responds to other personnel offices, payroll offices, financial institutes, and medical personnel concerning personnel issues. - Establishes and maintains e-opf records, including consolidation with prior service records and other activities as required of the e-opf system. - Provides technical information regarding employee benefits (e.g., life and health insurance, annual and sick leave accrued, Thrift Savings Plan, Temporary Continuation of Health Benefits, Spouse Equity Act and its relation to Health Benefits); creditable service history; within grade increases; unemployment compensation, eligibility requirements for benefits. - Resolves problems regarding pay and benefits requiring coordination with payroll representatives, health insurance carriers, etc. - Explains service computation dates to new and previous service (civilian and military) employees: creditable service for appointment conversions, within grade increases; eligibility for Federal Benefits, etc. - Computes retirement estimates, counsels employees and prepares required documents for retiring employees. Work Schedule: Monday - Friday, 8AM - 4:30 PMPosition Description Title/PD#: GS-7 PD #50178-A Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. This position is required to complete a financial disclosure report.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:
GS-5 level: Successful completion of 4 years of education in an accredited college or university may be substituted for the experience requirements.
GS-6 level and GS-7 level: Generally education is not creditable above the GS-5 level for this position, graduate education may be credited in those instances where the education is directly related to the work of the position. A combination of education and experience may be used to meet the minimum qualification requirements in accordance with OPM Qualification Standards Handbook.
