Job Description
Iowa Prison Industries is a multi-million dollar manufacturing company with a fully computerized and integrated inventory, materials management, cost accounting, purchasing and financial accounting system. There are 22 diversified branches within Industries with over 3000 raw materials used in the production of over 10,000 products or product variations. Sales totaled over $24 million dollars last year. These branches are located in Anamosa, Fort Madison, Mitchellville, Newton, Rockwell City, Mount Pleasant, Fort Dodge and Des Moines. There is also a sales office in Des Moines.
This position is the Information Technology Specialist responsible for setup, training and assessment of the company wide ERP system used in all of Iowa Prison Industry (IPI) branches, plants and locations. The diversity and number of the branches greatly increases the complexity of this position. Iowa Prison Industries mission is to provide work and training programs for offenders at several of the state's institutions. It is fully self-funding and receives no tax dollars. Its mission statement is: A self-sufficient program that positively impacts offender lives, reduces recidivism, and provides valued products and services to our customers. IPI uses a fully integrated ERP system which is constantly being updated with new features. This position is responsible for staying current with the updates and learning new features to ensure that IPI is continuously improving and using the system efficiently and effectively. The person in this position must be fully knowledgeable of all modules, settings, and reports within IPI's ERP system (Global Shop Solutions) in order to troubleshoot problems and suggest improvements. This position must have a basic understanding in the following areas of IPI: general ledger, financial reporting, management accounting, accounts payable, accounts receivable, purchasing, inventory control, manufacturing materials management accounting, cost accounting, production control, products, product costing, warehouse and distribution processes, fixed asset control, forecasting, and benchmarking. It is essential that this position is fully knowledgeable of the complete organization and how transactions are processed and flow through the ERP system. This person must be highly knowledgeable regarding computer hardware and software. The person in this position must be knowledgeable of all branches, locations, and functional areas of Iowa Prison Industries. The person in this position must be innovative and develop methods and procedures to accomplish needed tasks independently. Accuracy is of extreme importance. The person in this position must have high organizational and decision making skills. They must have high analytical skills. This position must be forward looking. The person in this position must perform with minimal supervision. The person in this position must have good communication skills both internally and externally. This position requires high standards of ethical conduct, confidentiality and commitment to the job so that all areas of responsibility are performed accurately and timely.
It is this position's responsibility to assess performance and operational use of the ERP system, identify areas for improvement, and develop detailed recommendations for improvement. This position is responsible for development of forms, procedures, etc. that will be used in these reviews. This position is responsible for a thorough and complete written analysis presented to management. This position is responsible for developing flowcharts of processes. This position is responsible for recommending and helping implement changes in the ERP processes that may improve the efficiency and effectiveness of operations. This will require this position to understand the flow of transactions, how they are initiated, authorized, recorded, processed and reported. It will be this positions responsibility to identify weaknesses including recurring deviations and exceptions from procedures, redundant or repetitive activities, redundant data, time consuming reconciliation of information, variations in performance and quality. This position will accomplish this review in a variety of methods including walkthroughs and extensive time spent in the area they are reviewing and will include interviews with all staff and observation which will also include inspection of relevant documentation. It is this position's responsibility to get the facts, identify the underlying problems, determine who/what are the causes of the problems and develop ideas for solutions.
This position will act as liaison to Global Shop Solutions (GSS), coordinating updates and entering service tickets as necessary. Some out of state travel for training may be necessary. This position is the first point of contact for users that are having problems or general questions about how to use the GSS ERP system. The person in this position will be responsible for researching problems and working with the Global support team to find the best solution and communicate solutions to all users. This may include attending conferences, user groups and visiting other GSS clients. It will be this positions responsibility to provide both informal and formal training to staff and offenders on how best to use the Global ERP system. This will include training on what is available, how to understand it and how to use it to improve operational efficiency. This position is responsible for developing and administering an offender training/certification program on the ERP system. This position will also gather information from all staff regarding what additional information is needed. This position will share best practices of branches with all other branches, in order to ensure that all are operating efficiently.
This position will serve as backup support to the IT Specialist 3 as needed. The person in this position must be able to apply basic analytical skills to isolate, assign or solve basic user problems.

Minimum Qualification Requirements
Experience equal to two years of full-time work: operating a multi-job computer; installing, operating and coordinating computer based networks; installing/maintaining database management systems; developing business application processes; developing/operating system programs; installing/maintaining personal computers, Local Area Networks and/or servers; managing operating systems; developing/ delivering information management training; providing Information Technology (IT) customer service; or designing/administering Internet sites;

completion of an approved curriculum/specialized training program developed and implemented by or in cooperation with state government;
twelve semester hours of accredited post high school education in one of the specialty areas listed in the first clause above;
certification by an authorized educational institution/major computer or software producer in an area directly related to one of the specialty areas listed in the first clause above may be substituted for one year of the required experience;
an equivalent combination of education and experience substituting thirty semester hours of education for six months of experience;
employees with current continuous experience in the state executive branch that includes experience equal to six months of full-time work as an Information Technology Specialist 1.
