Medical Administration Specialist (AOD)

This position is a GS-7, target 9, or GS-9 dependent upon the qualifications and time-in-grade of the candidate.

The AOD is an administrative position, located in the Business Office, whose responsibility is to represent the facility Director and the Chief, Business Office on all administrative matters occurring during the WHEN hours (weekends, holidays, evenings, nights). The AOD is delegated full authority and responsibility when necessary to exercise management's prerogative regarding Administrative Patient Service matters occurring during the WHEN hours; he/she represents and acts on behalf of management (non-policy making) on administrative matters; maintains continuity of functions and provides full administrative support during WHEN hours to clinical and administrative medical center staff. Incumbent is responsible for achieving management objectives, supporting management decisions in carrying out duties, provides technical guidance necessary to meet procedural, legal and administrative requirements relating to the care and treatment of patients and toward achieving optimum use of available resources.

Delegated full authority of the Chief, Business Office for administrative activities occurring on WHEN hours (with the exception of policy making authority). Interprets and correctly applies Department of Veterans Affairs (VA) rules and regulations relating to determining legal entitlement to benefits related to hospital admission, provision of dental service, application of eligibility criteria for Fee services and eligibility for Outpatient care; patient transfers and application of Beneficiary (Bene) travel eligibility in determining acceptance of claims for Bene travel. Authorized as certifying officer for documents pertaining to the administration of laws concerning patient travel; coordinates the resolution of medical-legal, regulatory and policy requirement problems; accurately processes administrative issues surrounding beneficiary death; collects patient demographic information for eligible Veterans who present for care and/or services to include in part; pertinent next-of-kin contact information, verification of address and contact information and scanning of Veteran's third party health care insurance card; takes a leadership role in the coordination of emergency activities until relieved by the Director or Associate Director in the event of facility or community disasters, etc.; assumes control of communication and notification in the event of local and civil disasters in accordance with local facility plan.

Work Schedule: Rotating WHEN shifts (weekends, holidays, evenings, nights)

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
